The 'Master's Program in Public Administration for In-Service Professionals' originally focused on the three major fields of public administration, public policy, and public management as disciplinary paradigms. Its goal was to cultivate students with core competencies in practical research, leadership communication, and cross-domain integration to meet the needs of national and regional development. In summary, the program's key features for the academic year 107 are as follows: an emphasis on the integration of public administration theory and practice, supplemented by training in organizational management, policy analysis, public finance, and scientific methodologies, to produce graduates who are capable of addressing modern complex public issues as administrative professionals.
In alignment with the national societal development trends, we have designed relevant courses to meet the expectations and demands for enhancing government efficiency. Our university, strategically located in northern Taoyuan, enjoys a geographically advantageous position. Kainan University is situated less than ten kilometers from the international airport and Taoyuan HSR (High-Speed Rail) Qingpu Station, effectively guarding the nation's gateway. Furthermore, it is situated in Taoyuan City, which was elevated to a special municipality status in 2014. Taoyuan City is one of the highly urbanized, industrialized, and internationalized regions in northern Taiwan. As of the year 107, its population has grown by over 160,000 people, resulting in increased demands for residence, education, and industry. Urban development has consequently become relatively more significant._
Due to rapid population growth, it is estimated that within approximately 10 years, Taoyuan City will catch up with and may even surpass Taipei, Kaohsiung, and Taichung. Following its elevation to special municipality status, Taoyuan City has seen a significant increase in various social welfare policies such as those related to childbirth and childcare, while housing prices remain more affordable compared to the Taipei and New Taipei areas. With the opening of the Taoyuan Airport MRT (Mass Rapid Transit) system and the formation of a one-hour living circle connecting northern Taoyuan and Taipei, as well as various major construction projects underway, Taoyuan City is experiencing a population growth magnetic effect.
However, within the greater northern Taoyuan region, with a total population of one million people, there is currently no university or technical college. Northern Taoyuan also serves as the location for the Taoyuan City Government, Council, and courts. Our university is conveniently situated in northern Taoyuan, benefiting from its strategically advantageous geographic location.
The educational objectives of the School of Humanities and Social Sciences' Master's Program in Public Administration have been redefined and positioned as follows: 'To cultivate and develop advanced management professionals with competencies in administrative management and policy innovation, as well as interdisciplinary management skills that integrate cultural governance and social innovation. The program aims to nurture and foster advanced management professionals with interdisciplinary innovation and governance capabilities in public affairs management and cultural and social innovation.'
This educational objective provides an opportunity for individuals from various backgrounds who are interested in interdisciplinary learning in public affairs management and cultural and social innovation to realize their aspirations.
Starting from the academic year 108, the curriculum planning for this program has been divided into two major areas, namely, the 'Governance' and 'Innovation' tracks, which encompass the following two domains: the 'Public Affairs Management Domain' and the 'Cultural and Social Innovation Domain'.
